Ribbon Cutting Marks Completion of the New Labor Building

State leaders, project partners, and community members gathered to celebrate the official ribbon cutting of the newly renovated Resources Building, now handed over to the Labor and Workforce Development Agency. The milestone marked the culmination of more than five years of collaboration, craftsmanship, and shared commitment to safety, schedule certainty, and community impact.

The project stands as a powerful example of what strong teamwork can achieve. Over the course of construction, the team logged more than 1,105,821 work hours with zero lost-time injuries, reinforcing that safety was not simply a goal, but a core value embedded in daily operations. Through disciplined planning and close coordination, the project achieved its Certificate of Occupancy nine weeks ahead of the December 2025 contract date—an exceptional accomplishment for a renovation of this scale and complexity.

The Progressive Design-Build Project Team

The renovation also delivered meaningful economic impact beyond the jobsite. More than $80 million was awarded to disadvantaged businesses, including over $15 million to Disabled Veteran Business Enterprises and more than $63 million to Small Businesses, representing a significant investment in local firms, workers, and families. The project not only transformed a building, but strengthened the surrounding community.

Speaking at the ceremony, Wendy Macleod, Project Executive for Turner Construction Company, recognized the collective effort behind the project’s success. She thanked the California Department of General Services and design partners AC Martin and HGA for their creativity, discipline, and collaborative approach in navigating legacy conditions, complex inspections, and ambitious performance goals. She also acknowledged the thousands of skilled trade professionals whose pride, professionalism, and problem-solving in the field made delivery possible.

The project was delivered through a true team mindset, owner, designers, builders, and trade partners working as one integrated unit. From safety performance to early delivery and community investment, the Resources Building Renovation demonstrates what can be achieved when trust, accountability, and shared purpose guide a project.

With the ribbon officially cut, the New Labor Building now stands open, symbolizing not just a completed renovation, but community building in action and a proud achievement for everyone who helped bring it to life.
