Turner completed one of New York's most ambitious public redevelopment projects, Governors Island Park and Public Space Master Plan. Started in 2012, the Master Plan was completed over the course of four years and dramatically changed the topography of the once private Island with the creation of park and public spaces. In addition, Turner, as the facilities manager, oversaw numerous infrastructure and capital improvement initiatives, which included replacing two-miles of seawall, installing new potable waterlines and electrical service, and the restoration of numerous landmark buildings. The first areas of the Master Plan to be completed were opened to the public in 2014 and included: The Liggett Terrace, which is a six-acre plaza with public seating, concessions and a hedge maze; Hammock Grove, a 10-acre area with 1,500 new trees, and 50 hammocks; and the Play Lawn, a 14-acre area with two full size natural turf fields. Completed in 2016, the culminating feature of the Master Plan would be the 10-acre area known as The Hills. Rising 25 to 70 feet above the Island, The Hills - Grassy, Slide, Discovery and Outlook - were developed using recycled debris from buildings that were demolished on the site and dredged-up earth.
