The Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance, or C4ISR, Center of Excellence is a large administrative multi-functional facility for the Army intelligence community at the Aberdeen Proving Ground (APG) in Maryland, the oldest active proving ground in the country. This integrated complex comprises seven (7) 5-story administrative buildings and two (2) support buildings, including a Data Center and Command Floor. Supporting facilities include a Central Energy Plant, utilities distribution, roadways, and parking for 4,200 vehicles. The buildings were constructed on a fully operational and secure military base conducting ongoing intelligence operations and all facilities were secured using badged entry and security guards at all entrances.
The Command Headquarters and CCC Operations Facility are both physically and digitally secured with SCIF spaces and SIPRNET systems in spaces where classified materials may be stored, reviewed, or discussed. Further, the Command Headquarters and CCC Operations Facility include a SCIF-rated high-security video conferencing room, allowing for the discussion and transmittal of classified data nationwide and worldwide if necessary. The entire facility, including all 9 buildings, were constructed to meet AT/FP requirements per UFC 4-0101-01, and contain blast-resistant materials that are resistant to progressive collapse. All buildings also adhere to appropriate setback requirements, with vehicles required to park a minimum of 500 feet away.
