The Cross Border Xpress is a privately-built crossing that links Tijuana’s A.L. Rodriquez International Airport (TIJ) with a U.S. Customs processing facility in Otay Mesa.

The direct connection allows ticketed airline passengers to pay a toll and cross from the United States directly into the Tijuana Airport, located less than 400 feet away on the south side of the border, and vice versa, via an enclosed pedestrian overpass. Turner completed the portion of the facility that acts as the point of entry/exit in the U.S., as well as the U.S. portion of the pedestrian walkway.

The facility itself is a two-story steel structure of approximately 60,300 square feet that functions as a transportation terminal. It houses inbound and outbound customs booths, meeting areas, maintenance areas, check-in areas, shops, restaurants, and short and long-term parking, as well as U.S. Customs and Border Protection (CBP) operations, with violator processing and enforcement areas.
